HTML & CSS Can anyone tell me if this form of proposing names drops a cookie?

Only go down to number 10 and you will see the form. Can anyone tell if this site drops a cookie or something so that you cant do multiple proposals?

That's really the only way to guarantee you can submit multiple proposals without them knowing they're all from you.
