HTML & CSS CSS Background Opacity

I expected this to make the background have an opacity of 0.6 and the text have 100% opacity. Instead, they both have an opacity of 0.6.
Any help would be appreciated .
 
You can't. But you can use pseudo element - after to add the background image with opacity -
