HTML: Creating Multipage Forms in HTML: What's The Best Approach?

I'm trying to create a step-by-step "Ceremony Script Generator", where people can make scripts of custom wedding, baptism, funeral, and other ceremonies, where they can even write what they want the officiant to say, and as a beginner at computer programming, the only programming language I seem to know in detail is HTML. How do I turn my HTML into a desktop app rather than web pages? How would I create "Page Breaks", which would take you to the previous and next steps? Does this code look right to you?
