Is it possible to all locally develop a Linux snap and distribute without snap store?

Okay, looking for how to make a snap for Linux and test it locally then make it into a .snap package and distribute as a download. I prefer to be able to use like my own store and payment processor. I am on Ubuntu Pro Desktop current version (22.04.4) on a Lenovo Thinkpad T460. All tutorials I found one way or another use Git and upload/download, do not want that vulnerability or possibility of accidental distribution. Do I have to pay for a Git storage thing if I use one? X E.
