Problem with scaling home page

Hi all. One of my pages is not scaling correctly. It is the only one. It is my Index.html page. and I attach the CSS below, as I'm assuming it's an issue with the css for that particular page. I also attach a general img tag I have in my CSS which could be impacting things as when I take it away the page scale but the image becomes huge. The width of the image in Photoshop is 720px and the max-width is set to 1500px though so I am unsure how this could be effecting things. As always, help is very much appreciated. Thanks.
