Trouble with cursor:hover

Hi all,

I'm so far firing a bit in the dark on how to solve my cursor hover issue. I want to change the cursor hover from a pointer (which seems to be the default on my site despite it not being set in css) to a cursor url across the site. I attach various things that are currently in my CSS that relate. How do I do this?

CSS:
cursor a:hover{
    cursor: url(img/Cursor%20ideas/Grimace%20cursor.ico)
}

CSS:
head{cursor: url(img/Cursor%20ideas/Grimace%20cursor.ico), auto;
    user-select: none;
    -webkit-user-drag: none;}

    background-color: #1e4cad;
    color: white;
    text-decoration: underline;
    font-size: 30pt;
    cursor: url(img/background/cursors/Grimace%20cursor.png)

In the documentation @tomliv sent, it says a fallback keyword must be specified, which you don't have except for in the head.

CSS:
head{cursor: url(img/Cursor%20ideas/Grimace%20cursor.ico), auto;
    user-select: none;
    -webkit-user-drag: none;}
I'm not sure if any of that code is actually going to be applied, might be better to use the html, body or * selector.
