App communication malfunction

An apology for the unconventional nature of this question. Single mom is relying on gig economy to survive. Platform support is laughable and insulting.
Can someone offer diagnosis and point them or her in the proper direction.

After changing phones, keeping existing
Verizon account; the Ubereats App no longer permitted outgoing calls to contact the delivery customer.

Swapped sim card to the original phone and received same result.

Reinstalled app and yes rebooted phone.

Again sorry for the needle in the haystack question but she in tears. Any assistance would be greatly appreciated.

Was creating a new fresh Ubereats account an option?

Thought of this option, however because of Covid 19, DMV background checks have sometimes taken exceedingly long.

A long shot, but maybe the app needs to be registered with only one phone. Like deinstaling it on the old phone and installing it on the new phone?
