I heard cnames are a redirecting site lets say bit.ly goes to bitly.com etc. But Do cnames need a server to be hosted on to redirect to sites?

Cname records are used to alias domain names.. for example, www.example.com can be aliased as example.com and vice versa

As far as hosting is concerned, cname records must be hosted on the same server as your application/site

Cname records are usually handled by the hosting service you use, which they typically give you access to so that you can edit that yourself... unless you're self hosting
