I will make it for you for $500 
But you need to have the following basically:
Users can login, upload allowed file types, and can see basic stats & info like description, tags, etc for files.
The software will need to be hosted as well. There should be a user dashboard, admin dashboard for banning suspending and removing files, and a public page for each file / browsing files and categories.
It is definitely possible to build something like this for $500, but for $1-1.5k you can build even better software...with good file upload buffering, file streaming downloads, file/info encryption on hosting side of things, and stable file mirroring. Or, you could try to build that in later. I recommend going with the initial features first though, but be prepared to ensure your server is secure, and you are only allowing legal uploads.
