Using Winhttp and WinInet I can access the root directory of a DNS name server in

Ive read online about geolocation and that you can upload a .csv file or .JSON file to root ftp directory to configure a GEOLocation web server and host with Location information useful for proxy servers, VPNS, and websites offshore. I was looking to build a .csv file and .json file and change location rotating an list of proxies hosted on a dns network for web scraping

Is there another way I can do this using a website?
