SITE TO APK

hello to everyone i have a site that i have host it in my server for now and i host it locally to listen an local ip and a port. i want to create an apk that this apk listens the ip and runs from ip like i working now as a website. i want have the feauture to send notifications if i want with some way. what you suggest. the site have users and each user see his information i future i will add for each user something when i do it i want to send him something like notification. i hope to understand what i want.

am i correct in thinking you want to in a nutshell have everything on a local host that a main website will connect too :S
