HTML Why is Wireless Markup Language called predictable whereas Hyper Text Markup Language called unpredictable?

I read it but could not understand it clearly. It is trying to say "if I make a content for WAP 4.1 (eg), then if a browser is compatible with WAP 4.1, then that content will be displayed properly" Wouldn't the same happen in HTML as well? I am not quite getting the point.
