PHP Refresh button brings back the previous page

I have a page that uses a form button to move the user to the next page. However, while on the next page, if the refresh button is used, the page moves back to the source page. How do I stop this from happening? I've cleared my cache & my history but nothing is solving the issue. Can anyone help with this?

If you're using some form of ajax to step through the page, it might not be registering that you've moved on to a new section of the form. It could be inherent in the way the form is built.
Check your url, if the url stays the same, then the refresh will go back to the first page.
