how do you want to open this file

I am trying to do the C# scripting part but it asks "how do you want to open this file" and it doesn't show visual studio 2017. Do I need to download visual studio separately? I'm using Unity on Windows.

Exactly what @LTomy said, if using Unity Hub; you can specify whether or not to install it while you're installing the Unity Engine.
