Modding, how to plan for it?

So far looks like I may be using three engines, Godot, Rust, and Monogame, I may allow source code to get out with terms like no redistribution without me saying it is okay, but is that enough for modding games? Is that even a good idea? How to plan for modding allowed but minimal risk of it getting stolen? Godot is for VR, Monogame for game console, and Rust for all else, all those have open source stuff, is there a good way to make this moddable across all of them? Even just per each? At least Rust needs source code allowed for building for targets I may miss, and the others may have mod stuff built in, should I make a language or something? Just planning stages now but I would like to know how to do this, so?

GitHub - SwadicalRag/wasm2lua: wasm2lua: converting WASM into Lua, Lua is tested for less than web assembly, WASM, things like wasmi crate can do WASM in Rust including no_std and embedded, and the link can make Lua for Monogame for game consoles from WASM which makes for a semi-unified stack across everything with a mod thing that can have almost any language, this seems awesome and it is all open source. Honestly, modding is officially planned for, thanks. Basically WASM for Rust and Lua for Monogame, people can write good stuff for both at once or separate. Unless Rust eventually takes to game consoles, this is awesome enough and Rust can do about everything but game consoles. X E.
