Python Python sum table values

Hi,

I'm writing a code to count the total number of people for a particular input. I have a file with data in a table.
For example if the input to the question "What is your hair color? " is red then I need to find the sum of all the red haired people (one column) from each town (which is each a different row).
If there is no input I should output -1.

So far I have:
Python:
is_first_line=True

no_people={}

x=input("What is your hair colour? ")

for row in open("Hair_Analysis.csv"):

  if is_first_line:

    is_first_line = False

  else:

    values = row.split(",")

I'm not sure how to continue. Can you please help me with this?
