HTML & CSS Website Picture on Startpage with Animation when going with mouse over the picture

Hello,
i want to make a link on a picture where the picture gets bordered with a black line when you move the mouse over. The picture is not a circle or rectangle it is like a watercolor brush like the one on this site https://unsplash.com/photos/hguxpsaUpBk
Does someone have an idea how this can be done or is not so easy for beginners?

Mapping is nice but it does not really address the OP's question, because it does not outline or ('border') the area that is being hovered.
To precisely map/outline an irregular shape like this one might be a lot of work anyway. Unless you want to undertake 2D drawing on the canvas, I think you'll have to settle for a rectangular border around the entire image :
CSS: 
.foo:hover
{
  border: 3px solid red;
}

HTML: 
<img class="foo" src="some-image.jpg"><img>

Thank you both for your answer I think i can do this with marching ants algorithm in html and javascript but maybe I should read a book first on html and one on javascript, there is also this website w3schools which has a reference and tutorial on javascript, html, css

Marching ants would be very nice as use a outline. To get that done in a very irregular shape though..... some challenge !
The W3C tutorials are very good IMO, if you do these three you'll have good understanding of it all.
