HTML & CSS Whats a local development service?

Hello,

I'm pretty new to the Internet and HTML so Ive been watching this video and
the host speaks about a local development service and I'm lost!!!

Can anyone try and explain to me in laymens terms what he's trying to explain to me at 14:42 to 16:35 ???? (Im, totally confused???)

Basically it's a web server you run on your computer instead of out on the internet. There's certain things that won't work if you just load up an .html file from your computer's local hard disk, so you can install a web server on your computer to fetch the files you create for you and serve them to your browser the same way as if you were viewing a website from the internet.

On Windows, the one I recommend is WAMPServer and on Mac I recommend Laravel Valet.
