JavaScript How to be sure Javascript is run in a web browser?

I have heard Javascript may be turned off on some web browsers.
I may need like my Javascript run to be able to make a purchase from me.
Is there any way I can prevent a purchase without Javascript being run?
Maybe an error I could throw or a way to redirect or something?
Any way to prevent purchasing from like my web site without Javascript being run would help.
I know I could make like my main to sell thing require Javascript, but some systems do not have that feature.

you could do something like this:

you could do something like this:

Thanks, I can't get that to accept on like my phone, no accept button now, and I expect I could include anything inside those noscript tags.
It still has edit original, so guess I have to wait.
Also, I guess that noscript needs to be in body?
