Does anyone know how to have unlimited software product delivery on a hosted thing?

Okay, so I can make payments and everything up to that including custom country check in client side Javascript.
What I need is some way to from that, deliver a software product and like no over emails per hour limit.
Would VPS or owning like my own server even work for that?
I prefer a hosting solution where I do not need to buy like my own server.
I would prefer email as I may be with purchases on phones or tablets and primary usage on computers.
I understand there is downloading from PHP and I could do that or make an option for that, but how to have unlimited emails per hour (or any time) within reason for this?
Is this even possible (or legal)?
I have searched and no results that work.
Closest I found was Big Cartel's Pulley, but that only works with PayPal or Big Cartel.

Anyone want to start a service like that?
I get a feeling with programming people it would sell.
Must be compatible with custom coding in client side raw Javascript somehow.

As mentioned in previous conversations, the only true "unlimited" way is to self host

What type should I search for?
Also, could I interface it with a shared system?

It would allow you to make as many calls as you wish, without having to pay a hefty price...but as I mentioned in my message, one thing you may want to consider is the APIs you are using. From personal experience, API providers are another way of getting rate limited.
