You need to take your idea and split into smaller chunks then base your questions on that. As you are new to PHP, you should start small and build your knowledge. A forum requires some complex functions from a database to posting etc. @Ghost may be able to give you better insight on this.

I recommend MyBB,but I have made a few custom forums. General Forum is an ongoing project of mine, but I only work on it for an hour here and there. Most of it is done, but there's no user flow whatsoever for navigating popular posts and things from homepage.
